Co-Host a 40 Hour Basic FTO Course

Indiana NAFTO is proud to be able to co-host a forty hour basic FTO course with your department.

This course is designed to provide knowledge and training to develop Field Training Officer’s skills. Each new FTO will be presented with ideas and techniques to assist them in becoming more professional and confident in the application of their skills. This course is based on the Bloomington Police Department Field Training Program which is a modified “San Jose” program. Upon completion the FTO will be able to:

  • Discuss the "San Jose" and other program models
  • Understand differences from Lesson Plans and Check-off List
  • Identify demands on FTOs as Instructors
  • List five of the errors in rating
  • Understand the basics of Adult Learning Theory
  • Identify liability issues
  • Understand performance evaluations
  • Instruct from Training Briefs
  • Understand the Rating Scale and Reference Numbers
  • Complete the Daily Observation Report
  • Develop a Scenario and Additional Training plans
  • Counsel the new officer/deputy
  • Understand skills needed for leadership
  • Have a working knowledge of Problem Solving
  • Mentor the new officer/deputy
  • Understand the purpose of program management and control

Instructor: Steven Kellams is a patrol sergeant and field training manager for the Bloomington Police Department. Sergeant Kellams attended Indiana University from 1987 to 1991. In 1989 he graduated from the Indiana University Police Academy. In 1991 he was hired by the Bloomington Police Department and was assigned to night shift. During that time he has been a breath-test operator, bike patrol officer, field training officer, and senior field training officer.

In 2000 Sergeant Kellams was instrumental in redesigning the field training program for the Bloomington Police Department and has taught that program to dozens of departments throughout Indiana. He has also instructed on field training issues at the national level when he presented two courses at the 2002 National Association of Field Training Officers conference. In 2000 he was elected state director for the Indiana Chapter of the National Association of Field Training Officers.

Sergeant Kellams is a certified ILEA training instructor and teaches courses in Standardized Field Sobriety Tests, domestic violence, officer safety, firearms, and field training.

Time: Class is scheduled from 8:00 a.m. to 4:00 p.m. Monday thru Friday.

Cost: $150 per student. Price includes $40 membership to NAFTO, student manuals (print and CD form), handouts, and food and lodging for instructor.

Co-Hosting Agencies: With 20 paid attendees co-hosting agency receives 1 free class spot. With every 2 more paid attendees after 20 the co-hosting agencies receives an additional free spot. (22 paid spots equal 2 free spots, 24 paid spots equal 3 paid spots, etc.) Agencies will need to provide a large classroom (I can instruct up to 50 students in one course), a projector and computer capable of running Microsoft PowerPoint and reading a CD-R, and a VCR.
